Randall Byron Publicover Faces Court Today After Hate-Motivated Incident at Halifax Costco and Dramatic Arrest in Port Dufferin

 


A 37-year-old Nova Scotia man identified as Randall Byron Publicover is scheduled to appear in Halifax Provincial Court today, July 10, facing a serious slate of charges stemming from a hate-motivated incident at a Costco in Halifax on July 4 and a dramatic confrontation during his subsequent arrest.

The incident at the Halifax Costco took place at approximately 3:00 PM on July 4, prompting a police investigation that ultimately led to Publicover's identification with the help of members of the public who came forward with information. Halifax Regional Police have expressed gratitude to those community members whose tips proved instrumental in locating the suspect.

On July 9, officers from Halifax Regional Police, with assistance from the RCMP Halifax Regional Detachment, moved to arrest Publicover at a residence in Port Dufferin. The arrest did not go smoothly — Publicover brandished a weapon during the encounter, prompting officers to deploy a conductive energy weapon to subdue him. Emergency Health Services treated him on scene and he was medically cleared before being taken into custody.

Publicover now faces a lengthy list of charges including public incitement of hatred, assault, four counts of uttering threats to cause bodily harm or death, two counts of mischief, resisting a peace officer, and possession of a weapon dangerous to public peace.

Halifax Regional Police have emphasized that hate-motivated crimes are treated with the utmost seriousness, and are encouraging anyone who witnesses or experiences behavior that is offensive, threatening, or intimidating to report it to authorities, noting that having such incidents on record remains important even when criminal charges do not result.

The investigation remains ongoing.
