White Plains Mother Killed; Ex-Boyfriend Arrested After Alleged Domestic Violence Incident

A White Plains mother was tragically killed over the weekend in what authorities describe as a case of severe domestic violence. Roseberline Philippe, a 27-year-old hospital office assistant and mother of a 2-year-old boy, was found deceased inside a room at the Days Inn in Elmsford on Sunday.

According to investigators, her ex-partner and the father of her child, Justin Bartley, 32, is accused of brutally assaulting her inside Room 230 before fleeing the scene with their son. Hotel staff discovered Philippe’s body and alerted authorities.

Bartley was later arrested the same day in the Bronx by a coordinated law enforcement effort involving local police and the FBI. The child was recovered safely.

Troubling History and Attempts to Leave

Philippe’s family shared that she had been trying to end the relationship but felt unsafe doing so. Her sister, Yvena Philippe, described her as kind-hearted and generous, saying her trust and compassion were taken advantage of.

The couple had known each other since high school and reconnected later in life, but relatives say Philippe grew increasingly fearful after the birth of their son.

Just one day before the incident, Bartley reportedly went to the family home in White Plains and was asked to leave. Authorities say that on Sunday, Philippe met him at the motel, where the assault occurred. Investigators are still working to understand why she went to the location.

Suspect Had Prior Legal Issues

At the time of the killing, Bartley had a pending drunk driving and weapons possession case in White Plains. He was also already on probation for a prior firearm-related conviction in Rockland County.
